I've finding it extremely difficult to come by them. Well another option is farming Christmas Stockings from the Santa boxes. I usually get a Special Potential Scroll every 4-6 stockings that I open. I've gotten 15 scrolls from opening around 60-70ish stockings so far. However, I'm not sure if Reboot's stockings have this since I've only done this on the main worlds. Just spent 90m trying to tier up to Epic.
